Success! No TV licence... they know it's illegal.

Despite having a TV and having invited the TV Licensing people to come and watch me breaking the Law... they backed off and said they wouldn't be chasing me... is this because they know what they're doing is illegal? I was hoping to be able to take photos of their agents in my house in the act of "enforcing an illegal contract"... my guess is that they're decision to leave me alone is based on the fact that they knew I was coming after them.
