Where The Blame Lies

Responsibility for the appalling cruelty suffered by inmates of orphanages lies squarely at the door of the State and religious orders. It may be harder for us to face the facts of history that the government, the Catholic Church and society as a whole were complicit in the institutional abuse of thousands of children.
