Racism is a factor my friend. The U.S.A. war on drugs unfairly targets poor black and Latino men who are users and/or dealers of 'crack'. Just as important, The disproportionate number of men and women incarcerated for marijuana should be discuss.We need to legalize,regulate, and tax marijuana. Tax revenues could be used for educational and vocation programs.
