In 2010, Ricky Burgess, Ninth District City Council member introduced legislation, Bill #2010-0234 (read full text at the end of this page), that mandates that the Pittsburgh Bureau of Police and Department of Safety publish an Annual Report on police activities and crime statistics. A volunteer group of professional and lay law enforcement experts and concerned citizens have worked in collaboration with Reverend Burgess since that time to draft an amended version of Bill 2010-0234 – to be called the Police Reporting and Accountability Bill – expanding the reporting requirements and strengthening policies effecting off-duty police behavior and other areas of City law enforcement policy.
Bill 2010-0234, as amended, will ensure that the public has the information needed to improve mutual respect between the community and the police and, thereby, significantly reduce the crime rate in the City of Pittsburgh. It also addresses the burden on taxpayers from monetary settlements of police misconduct complaints.
Bill 2010-0234 as amended will be introduced in City Council Wednesday June 15, 2011.
Your support for this bill will be an important step in making the Pittsburgh Bureau of Police an organization that will live up to, and can be held accountable for, fulfilling its stated mission – to “protect and serve” the residents and people in the City of Pittsburgh – and making this a more livable city for all the people of Pittsburgh.
Bill 2010-0234 would help to rebuild public confidence in the city police force.
Bill 2010-0234 would create new police accountability policies and important new
reporting requirements for Pittsburgh Police, which will be published in an annual
report to the community.
Bill 2010-0234 was created with input from law enforcement experts and community
activists who are supporters of effective policing.
Bill 2010-0234 would increase public safety and reduce racial profiling and other
police misconduct by shining a light on all police interactions with the public;
including all pedestrian stops, stop and frisks, and traffic stops broken down by race age
and gender of the person stopped.
