In 1990, then President George H.W. Bush signed the Americans with Disabilities Act, giving rights and fair treatment to disabled citizens in the US. But on Tuesday, the Senate rejected a UN treaty that would essentially give those same rights to individuals but on a broader scale. RT's Kristine Frazao has more.
